Steve Maher

Steve Maher, CSP PE

Principal Engineer

Steve Maher, CSP PE graduated from Duke University with a Bachelor of Science degree in Mechanical Engineering and Carnegie Mellon with a Master of Science degree in Mechanical Engineering. He has over 35 years experience in the PSM / RMP field. He is currently licensed in the State of California as a Mechanical Engineer and in the State of Pennsylvania as a Chemical Engineer.

Steve has focused his career in heavy industry, mostly oil, gas, and refining and specializes in HAZOP/LOPA facilitation. He is also certified for a number of oil and gas corporations specifically for their HAZOP/LOPA methodologies. He has been an active participant in the Global Congress for Process Safety Conferences for years. He regularly presents at a number of other National Conferences, as well as local engagements, and is a regular presenter for Risk Management Professionals’ webinar series.

John Johnson

Senior Engineer I

Mr. John Johnson graduated from University of California, Riverside, with a Master of Science degree in Chemical Engineering with an emphasis on environmentally benign manufacturing processes. His experience includes the development of US EPA RMP, OSHA PSM, and CalARP programs, and performing HAZOP, LOPA, and other risk assessment techniques at facilities around the United States. In addition to his individual projects, his responsibilities include project management, mentorship, and quality assurance review.

Mr. Johnson understands the significance of the various regulatory elements required for the timely completion of a successful project including the essential planning and monitoring of project progress, the supervision of the project budget, and the necessity of quality control throughout the project. His project experience has been vigorous throughout various product lines offered by Risk Management Professionals, including regulatory Compliance Audits and support, PHAs utilizing HAZOP and LOPA methodologies, development of control narratives, Hazard Mitigation Plans (HMPs), Emergency Response Plans (ERPs), and Quantitative Risk Analysis (QRA).

While Mr. Johnson has experience in diverse product lines, all completed projects have used high-end qualitative and/or quantitative risk analysis techniques for decision-making and are focused within gas processing, petroleum (refining), ammonia refrigeration systems, Selective Catalytic Reduction (SCR) systems, municipal water treatment, chemical manufacturing (blending and production), and cogeneration.

Stephanie Smith

Stephanie Smith, PE

Senior Engineer I

Stephanie Smith, PE graduated from California Polytechnic State University with a Bachelor of Science degree in Environmental Engineering and the University of Southern California with a Master of Science degree in Environmental Engineering. Stephanie has over 12 years engineering consulting experience; 7 years in environmental remediation and 5 years in process safety consulting. She is currently licensed in the State of California as a Civil Engineer and is also HAZWOPER certified.

She has focused her career growth in the ammonia refrigeration, cogeneration, and municipal industries. Ms. Smith is an active member of RETA and IIAR. She has also served on the RETA Los Angeles Chapter Board since 2015 and is currently involved in the IIAR National Marketing Committee. As part of per duties on the IIAR National Marketing Committee, she leads the subcommittee for the State of the Industry Report, first published in 2018.

She has presented at a number of National Conferences, as well as local engagements, and is a regular presenter for Risk Management Professionals’ webinar series.

Morgan McVey

Senior Engineer I

Ms. Morgan McVey graduated from University of California, San Diego with a Bachelor of Science degree in Chemical Engineering with an emphasis on energy solutions and the environment. She has developed strong technical writing, analytical, and problem-solving skills and currently provides technical support in managing a variety of projects with Risk Management Professionals.

Ms. McVey understands the significance of the various regulatory elements required for the timely completion of a successful project including the essential planning, monitoring of progress and milestones, the supervision of the project budget, and necessity of quality control throughout the project. Since joining Risk Management Professionals, Ms. McVey has been immersed in multiple aspects of US EPA RMP, OSHA PSM, and CalARP Program development. Her project experience has been vigorous throughout various product lines offered by Risk Management Professionals, including PHAs utilizing HAZOP and LOPA methodologies, HAZID studies, RAGAGEP Gap Analyses, toxic and flammable gas and liquid dispersion modeling, regulatory Compliance Audits, Hazard Mitigation Plans (HMPs), P&ID development and field verification, hazardous materials inventory calculations, development of operating procedures, Incident Investigations, and Hazardous Materials Business Plans (HMBPs).

While Ms. McVey has experience in diverse product lines, all completed projects have used high-end qualitative and/or quantitative risk analysis techniques for decision-making. She has been involved in a variety of engineering projects across several industries, including refining, gas processing and transport, petroleum (production, refining, and storage), chemical manufacturing, water treatment and distribution systems, agriculture & fertilizer, ammonia refrigeration systems, Selective Catalytic Reduction (SCR) systems, cogeneration, pharmaceuticals and medical devices, and aerospace chemical milling.

Alexander Metulev

Aleksandar Metulev

Senior Engineer I

Aleksandar (Aleks) Metulev graduated from the University of California, Irvine with Bachelor of Science degrees in both Chemical Engineering and Materials Science and Engineering. During his education he developed an innovative method to study the rheological properties of a fluid moving through a medical syringe needle.

Since joining Risk Management Professionals in 2014, Aleks has been immersed in multiple aspects of Process Safety Management (PSM) Programs and has focused his career in the heavy chemical industries. He is LOPA certified for Phillips 66, and is a qualified facilitator for Andeavor, Valero, and Western Refining.

Aleks has experience in diverse product lines, utilizing high-end qualitative and/or quantitative risk analysis techniques. He has presented several Risk Management Professionals webinar topics, and is involved with AIChE.

Jasmin Dhaliwal

Project Engineer II

Ms. Jasmin Dhaliwal graduated from the University of California, Irvine with a Bachelor of Science degree in Chemical Engineering and minor in Materials Science Engineering. She has been immersed in multiple aspects of US EPA RMP, OSHA PSM, and CalARP Program development since joining Risk Management Professionals. Ms. Dhaliwal has been involved with HAZOP facilitation support, What-if and Checklist analyses, toxic and flammable gas and liquid dispersion modeling, regulatory Compliance Audits and support, P&ID development, SOP development, and Hazardous Materials Business Plans (HMBPs).

Ms. Dhaliwal has been involved in a variety of engineering projects across several industries, including gas processing and transport, petroleum, geothermal power generation, Selective Catalytic Reduction Systems (SCRs), chemical and materials manufacturing, water treatment and distribution systems, and ammonia refrigeration systems.

Katya Mandziuk

Project Engineer I

Ms. Katya Mandziuk graduated from the University of California, Irvine with a Bachelor of Science degree in Chemical Engineering. Her experience in previous employment includes determining the root cause of the overloaded catalytic oxidizers during the extraction process and developing a strategy to collect and evaluate the data for the extraction process to determine the cause for the overloaded oxidizer by manipulating the temperature, pressure and time of the extraction. In addition, Ms. Mandziuk has updated P&IDs and conducted field walkdowns to verify P&ID accuracy. She and two other colleagues were able to improve the Clean-In-Place process and reduce turnaround time between products by approximately 2 hours.

Since joining Risk Management Professionals, Ms. Mandziuk has been immersed in multiple aspects of US EPA RMP, OSHA PSM, and CalARP Program development, including PHAs utilizing HAZOP and What-if / Checklist methodologies, operating procedures development, and toxic dispersion modeling for Hazard Assessments / Offsite Consequence Analyses (OCAs).

Oscar Hernandez

Project Engineer I

Mr. Oscar Hernandez graduated from the University of California, Riverside with a Bachelor of Science degree in Chemical Engineering. Since joining Risk Management Professionals, he has contributed to projects in the ammonia refrigeration and heavy (oi & gas) industries. Mr. Hernandez been immersed in multiple aspects of US EPA RMP, OSHA PSM, and CalARP Program development, including PHAs utilizing HAZOP and What-if / Checklist methodologies, regulatory Compliance Audits, P&ID review and operating procedures development, maximum inventory assessments and calculations, and toxic dispersion modeling for Hazard Assessments / Offsite Consequence Analyses (OCAs).

Ryan Bray

Ryan Bray

Technical Consultant

Ryan Bray has joined Risk Management Professionals in 2010. He began in industrial / environmental health and safety assisting in technical workshops, marketing activities, and various types of safety plans. Since 2013, Ryan has been a Technical Consultant immersed in multiple aspects of the Federal Emergency Management Agency (FEMA) and the California Governor’s Office of Emergency Services (CalOES) Hazard Mitigation Plan (HMP) as well as emergency preparedness planning.

His exceptional problem-solving and organizational skills provide a high level of support for all projects to ensure project completion, regulatory compliance, and client satisfaction. Mr. Bray’s extensive HMP experience has focused on Local Emergency Planning, Hazard and Risk Assessment, Benefit-Cost Analysis, Grant Writing and Applications, Urban Water Management Planning, and Debris Management Planning.

Ryan holds an ISO-100 certification and is a regular contributor to the Risk Management Professionals webinar outreach, as well as the key manage for many of our marketing initiatives, such as workshops, conferences, and local events.
